According to an Edinburgh Evening News report, Edinburgh council are going to insist that house builders buy bus passes in order to secure planning permission. I am only aware of Lothian Buses offering bus passes in Edinburgh.

 

But hang on, Edinburgh council owns Lothian buses (according to a report in the Scotsman and elsewhere).

 

So the council is going to insist that people buy expensive annual bus passes from a company that they own. Is that a conflict of interest? Can they do that?

The theory behind it's good - ie getting more people using public transport.

The problem is the public transport - for a start there's the conflict of interest issue as you pointed out, and secondly LRT buses can be a nightmare to use (dirty, packed, scary people on them - I had an 'incident' with a horribly scary guy that made me too scared to travel alone on buses for ages after).
